16. The foregoing observations will,it
is hoped, have made the general features of
the situation sufficiently clear, and the
information given should be substituted for
that contained in the first six paragraphs
of the German memorandum, which is, as will
have been seen, inaccurate in many respects.
17. As regards paragraph 7 of that
menorandum I am to observe that, as already
pointed out, the increase of salary effected
by the new arrangement was merely temporary.
It would be difficult without great labour,
to ascertain exactly what sum was received
by officers in respect of the year 1907 in
excess of that which they would have re-
ceived if the new arrangement had not been
introduced, but it may perhaps be worth while
to point out that, under that arrangement,
every penny by which the average value of
the dollar during one month exceeds 2/- en-
tails an increase of 43% in the leng
